A failed or partial title check is not evidence of bad faith. In several import markets the origin-country records simply do not survive, and the standard now says so explicitly.
Two operators currently listed as provisional hold that status largely because import title chains for older stock cannot be reconstructed. In both cases the audit found no evidence of concealment — the records were never transferred at import, a decade before either operator acquired the assets.
Reporting this honestly matters more than scoring it harshly. RegiVerify records a partial or failed title result with the reason attached, and buyers are encouraged to read the reason rather than the result.
Where an operator has commissioned reconstruction work, that is noted on the file. It is a stronger positive signal than a clean result in a jurisdiction where clean results are automatic.

Read the note under a failed check before drawing a conclusion. The note is the finding; the result is only its grade.

For pre-2020 imported machines, price the documentary risk rather than assuming it away.

Escrow against a title indemnity is the normal commercial answer here and is widely accepted in these markets.
